The City Light Rates Advisory Committee: Dedicated Citizens to Help with a Thorough, Well Represented Rate Review Process

In reviewing City Light’s rates, my goal was to engage citizens and organizations, who would review, question, push back and advocate for different customer groups when responding to the Mayor’s request for a rate review. I wanted it to range from people who advocate for the poor, elderly and customers with limited income, and extend it to the largest commercial customers. I wanted to hear from those who use power simply for personal consumption and those who rely on large amounts of power for their business. I therefore asked several individuals to serve as Council appointees and similarly, the Mayor did as well. On August 19, 2009, the Energy and Technology Committee approved the appointments of nine Seattle citizens as members of the City Light Rates Advisory Committee (RAC) and it was confirmed by the Full Council on September 8, 2009. The RAC is charged with providing advice to the Council and Mayor specifically on the issues relating to the adequacy and appropriateness of City Light’s revenue requirements and rate design proposals and other rate-related issues identified by the City Council during the RAC’s tenure. The Committee is comprised of four Council appointees and five Mayoral appointees. I believe we have assembled a talented group of people who will represent City Light’s customer base well and I thank these very talented individuals for agreeing to serve. Here are the members:

Ellen Monrad has been the Chair of the Queen Anne Community Council since 2000. Ellen is a Council appointee and represents the residential sector.

Dave Gering has been the Executive Director of the Manufacturing Council since 1999. Dave is an at-large Council appointee.

Andrea Caupain is the current Executive Director of the Central Area Motivation Program (CAMP). Andrea is an at-large Council appointee.

Eric Hausman has been the Director of Finance, Business and Technology Services Division of the Facilities Services Department of the University of Washington for nine years. Eric is a Council appointee and represents the commercial sector.

Rod Kauffman is the Executive Director and President of the Building Owners and Managers Association of Seattle/King County. Rod is a Mayoral appointee and represents the network customer group.

Debbie Tarry has been the Finance Director of the City of Shoreline for nine years. Debbie is a Mayoral appointee and represents the suburban customer group.

David Allen is the Executive Vice President of McKinstry whose mission is taking responsibility to design, build and operate facility systems. David is a Mayoral appointee and represents the large customer sector.

Stan Price is a partner at Seattle based consulting firm the Putnam Price Group. Stan is an at-large Mayoral appointee.

Joe Simpson is a Journeyman Lineman with Seattle City Light and a Business Representative for IBEW Local 77. Joe is an at-large Mayoral appointee.

As you can see, this is a distinguished group and I am confident they will provide sound analysis to the Mayor and Council. I look forward to their recommendation.
